The best thing to do is go to your old school because i had that same problem and if you dont go and get them yourself you may never get them

I don't know about your school, but I had to physically go to my school and get a copy. They wouldn't mail, or fax them to me. Call your high school, and ask who you would need to speak to about acquiring a transcript. Once you're connected to the right person, ask them what you need to do.
Simply write to your school and send a signed letter of request. Or stop by the school to request one. You must prove your identity before the records are release.

I suggest that you either go over to the school(if you live close by), or call and explain the situation. Most schools have files for every student that has ever graduated, and would be glad to help you get a state ID.
